Welcome to Murkwater! This is a town with stores and homes, all inside one big building. I packed as much detail into this build as possible. When it comes to settlers you may have to spawn them in and then assign them to the store you want. I recommend the Settler Builder mod for this. Unfortunately the settlers most likely won't walk around so to make it look more likely I recommend the "busy settlers" mod on bethesda.net. This will add many settler animations so they aren't just standing still.

You may have to add vendor rugs for a couple of the stores as they aren't functional.
There is also a penthouse that you can use as a player home if you wish.
