Changes Celestial Haste into a spell so you can cast it on others. You can do the same with the Darkfire Short bow from act two and haste spores exist by this point in the game so you already have many ways of getting haste or lethargy free haste.

Changes Celestial Haste from a Shout to a weapon based spell. This will allow whoever equips the bow to cast the spell and if you have a sorcerer then their meta magic will apply.
