IMO Bethesda is vastly pro-Empire. They certainly wouldn't have added the Thalmor dossier on Ulfric showing just how big of a dominion tool he is, was that not the case.
Nah, they added that for balance, otherwise it's just too easy. And if you're smart you'll realize that the dossier doesn't actually say anything at all.
