This mod allows the player to clear the ruined tower just east of Riften, which will then be repaired and populated by the Dawnguard. This is based on my Fort Takeovers - Fort Fellhammer mod, and is mostly meant to show off other features.
This will probably conflict with anything that changes the ruined tower at (46, -25).
Currently doesn't check your progress in the Dawnguard dlc. If you killed both bandits, the tower will be fixed and Dawnguard will be there, always.
For immersion: Besides being an unmarked ruins, this location actually seems pretty lore friendly to me. This would be an optimal place for a Dawnguard watchtower since it is right next to the main road leading to Fort Dawnguard. The other road to the south is already watched by the Vigilants at Stendarr's Beacon. One could also imagine that Isran has a special arrangement with Maven Black-Briar. This allows him to station guards there as an added protection / early warning system against threats from Morrowind coming through Silgrad Pass (That's why there's a Riften banner on the tower). I'm sure she wouldn't mind free guards closer to Black-Briar Lodge either.
